Inventory - It's a Buyers Market When Inventory Is High
It's a Buyers Market when inventory is high and competition from other buyers is low. This happens seasonally every year, usually between the 4th of July and Christmas (Summer, Fall, and Winter).
Spring is the selling season. Prices start inching up in January, and the market really heats up right after the Super Bowl.

Competition From Other Buyers?
During the spring multiple offers are received for homes driving up prices. That's why Spring is called the "Selling Season". This is especially true when inventory is low.
Competition For Good Schools?
School Quality has a big effect on prices. In the East Bay, for example, school quality is the reason why home values are lower in Hayward, medium in Union City, and higher in Fremont. But there are less obvious areas with good schools. Don't overlook good schools in more affordable areas such as Livermore, or the Arroyo High School district in San Lorenzo!

Make a list of what's important to you... Good Schools? Short Commute? Well Maintained Home? More expensive fully upgraded interior or nicely maintained original interior to save money?
